REQUEST FOR EXPRESSION OF INTEREST.

Mongolia received a credit from the International Development Association (IDA) for the Strengthening Fiscal and Financial Stability Project (SFFSP). The objective of the SFFSP is to contribute to the Government of Mongolia’s efforts to strengthen fiscal and financial stability and improve the quality of expenditure management. The project is designed with five components: (i) Strengthening Macroeconomic and Fiscal Management; (ii) Improving the Efficiency of Public Financial Management; (iii) Enhancing Financial Sector Stability; (iv) Strengthening the Social Protection System; (v) Project Management and Monitoring. The objectives are to strengthen fiscal responsibility and implement the relevant policy measures; improve fiscal discipline; strengthen the resiliency of the banking system; improve public expenditure quality in social protection; and provide support for Project implementation, coordination, monitoring and evaluation, including, inter alia, audit arrangements, reporting requirements, procurement and financial management activities, respectively.
Subcomponent B.3 aims at strengthening the public financial management institutional capacity and in this context at improving the functions and operations of the Ministry of Finance by analyzing the current organizational structure of the departments and divisions of Ministry of Finance and developing a strategic plan and relevant documents for the Ministry of Finance.Under the Subcomponent B.3, the Ministry of Finance is seeking to hire a qualified consulting firm to develop a Human Resource Development Program and improve the Human Resource Information System for the Ministry of Finance.

The previous Human Resource Development Program 2006-2017 was approved by the State Secretary of the Ministry of Finance and implemented with, among others, the following key results:
   • Human resource requirements for the Ministry are defined;
   • Though further improvements needed, a Human Resource Information system was installed; and
   • Established Social Welfare Program in the Ministry.

As per the relevant legal requirements and given the implementation period of the previous Human Resource Development Plan has been elapsed, the Ministry of Finance currently needs to develop its next Human Resource Development Program for the period of 2019-2029.

In view of the above need, development of the next Human Resource Development plan should give adequate considerations to the vision, mandate and functions of the Ministry of Finance as stipulated in the related laws and regulations as well as an evaluation report of the Ministry’s human resource management functions. Further, the next Human Resource Development Program should take into account the following improvements needed for the Ministry:

   • Increase the use of innovative information technology tools in order to improve the material resource use efficiency, reduce the time and administrative procedures required for certain functions;
    • Develop an intranet server for information exchange;
    • Improve the information and data security;
    • Support the social security of public servants and their professional training;
   • Facilitate internal cooperation (within the Ministry) and external cooperation (with other organizations at the national and international levels);
    • Collect statistical data and ensure data security; and
   • Evaluate the possibility of integrating some daily functions of human resource management for increased efficiency.

SHORTLISTING CRITERIA/CONSULTANT’S QUALIFICATIONS:

The desired consultancy has to be a legally registered entity with at least 2 years of experience in providing advisory services in human resource management and human resources information systems. Public sector familiarity and knowledge would be desirable. The consultancy team should consist of the following members meeting the detailed requirements listed below:

Head Consultant (one person):
   • Education: A suitable candidate should have a postgraduate degree in a relevant field: business administration, human resource management or public administration;
   • Experience:
        - Experience of working on change management issues within a public organization.
       - At least five years’ managerial experience dealing with team and organizational building, preferably in the public sector;
        - A knowledge of modern Human Resources Development techniques and an understanding of organizational theory and practice with regard to the public sector;
        - Ability to mentor staff and facilitate learning by doing;
        - Experience in dealing with Public Service or Donor Funded Projects an advantage;
        - Excellent skills in project management demonstrated in previous jobs;
        - Proven track record in working effectively within multidisciplinary teams;
        - Computer proficiency in standard office applications (Spread sheets, word processing, Internet Explorer);
   • Language skills: Good written and spoken skills in English and fluent written and spoken skills in Mongolian;
   • Sufficient knowledge of the Government, Ministries, and other public authorities;
  • Excellent interpersonal skills, ability to work in a group and multicultural team environment is required to deal effectively with staff at all levels;
   • Be able to work overtime if required;
   • Be able to perform the task at high quality in timely manner.

Human resource management consultant (two persons):
   • Education: A suitable candidate should have a postgraduate degree in relevant field: business administration, buman resource and Public administration;
   • Experience: Incumbent should have at least five years' relevant professional experience. Candidates who has an experience in business, non-governmental organizations, experience in similar projects and research works would be an advantage;
   • Language skills: Good written and spoken skills in English and fluent written and spoken skills in Mongolian;
  • Computer literacy: Be proficient in PC based applications such as Word, Excel, and have excellent web research, collect information and process, summarize and prepare reports and navigation skills;
   • Knowledge of the legislation and Human Resources Law, Public Service Law and Labor law;
  • Excellent interpersonal skills, ability to work in a group and multicultural team environment is required to deal effectively with staff at all levels;
   • Be able to work overtime if required.

Software specialist (two person):
   • Education: A suitable candidate should have a postgraduate degree in relevant field: Information Technology and Computer Science or relevant discipline. Candidates specialized in software development and database would be an advantage;
  • Experience:  Incumbent should have at least 3-5 years' relevant professional experience. Candidates who developed software would be an advantage;
   • Language skills: Good written and spoken skills in English and fluent written and spoken skills in Mongolian;
  • Computer literacy: Be proficient in PC based applications such as Word, Excel, and have excellent web research,collect information and process, summarize and prepare reports and navigation skills;
   • Excellent interpersonal skills, ability to work in a group and multicultural team environment is required to deal effectively with staff at all levels;
   • Be able to work overtime if required.

CONTRACT DURATION:
The assignment is expected to commence in November 2018 and continue for 224 working days. If it is required it can be extended based on the evolving needs of the Client and performance of the Consultant. For undertaking tasks required for this assignment, the Consultant may hire an assistant. However, the Consultant shall bear a sole responsibility for fulfilling the obligation of the Contract.

A consulting firm will be selected in accordance with the Consultant’s Qualification-based Selection method set out in the World Bank’s Procurement Regulations for IPF Borrowers (issued July 2016,revised November 2017 and August 2018) and which can be found at www.worldbank.org.

Expressions of Interest, including documentary evidence on the above requirements shall be delivered to the address below no later than 17:00, October 26, 2018.
