REQUEST FOR EXPRESSION OF INTEREST.
Mongolia has received a credit from the International Development Association (IDA) for the Strengthening Fiscal and Financial Stability Project (SFFSP). The Objective of the SFFS Project is designed to improve fiscal policy and sustainability in a mineral-based economy, protect the poor and vulnerable, and restore confidence in the financial sector. The project is designed into five components: (I) Strengthening Macroeconomic and Fiscal Management; (Il) Improving the Efficiency of Public Financial Management;
(III)    Enhancing Financial Sector Stability; (IV) Strengthening the Social Protection System; (V) Project Management and Monitoring. The objectives are to: Strengthening fiscal responsibility and implementing relevant policy measures, improving fiscal discipline, strengthening the resiliency of the banking system, improving public expenditure quality in social protection, providing support for Project implementation, coordination, monitoring and evaluation, including, inter alia, audit arrangements, reporting requirements, procurement and financial management activities respectively. SCOPE OF THE ASSIGNMENT
The Coordinating Consultant will undertake the following assignments, but not limited to:

Entity Related Specific Tasks
•    Coordinate and support the planning and implementation of the project (component) activities including international and local consulting assignments and provide input into the draft deliverables as appropriate;
•    Liaise on transfer of relevant knowledge to respective consultants and government staff involved in the project activities;
•    Liaise with other donor institutions supporting the MLSP mission as well as respective government agencies and counterpai1s on the matters relevant.
•    Maintain project files, and record incoming and outgoing documents;

PIU Related Specific Task

Procurement Related Specific Tasks:
•    In collaboration with the relevant staff at the MLSP and its implementing agencies, develop a detailed procurement plan with clear timetable and support the MLSP in implementation;
•    Prepare draft Terms of Reference for various consulting services according to the approved procurement plan; finalize the Terms of Reference appropriately incorporating relevant inputs and comments of MLSP, PIU and World Bank task team;
•    Prepare draft Technical Specifications for procurement of various goods in line with the procurement guidelines.
•    Assist the PTTJ in facilitating various meetings and consultations relevant to the project Component D, documenting the meeting proceedings and taking necessary follow-up actions as needed.

Finance Management Related Specific Tasks:
•    Prepare request forms for disbursement, implementation action plans and detailed training plans for fulfilling   the Component objectives.    Assist the MLSP and PTTJ in preparing requests for
- international , local training and capacity building events under the Sub-Component, which include logistic arrangements, selecting appropriate place/field of study, developing agenda and doing cost estimate and reporting etc.;
•    Assist the MLSP, its implementing agencies and consultants in developing and finalizing training materials appropriately incorporating comments of the MLSP, relevant agencies , PTTJ and World Bank Task Team;
•    Prepare technical and financial reports on local and overseas training activities.

Monitoring and Evaluation Specific Tasks:
•    In collaboration with the relevant departments of the MLSP monitor the project implementation progress on regular basis including the progress of consulting services.
•    Assist the PIU in preparing monthly, quarterly, semi-annual, and annual reports and other necessary briefing information as requested and inform the WB task team on the relevant implementation matters where appropriate; and monitor the progress towards achieving the key performance indicators.

Other Tasks:
•    Coordinate  consulting  services  and support hired consultants in establishing contacts and obtaining the relevant information and know ledge
•    Undertake reasonable tasks as requested by the PIU and or/assigned entity, including translation and interpretation supply when required;

SHORTLISTING CRITERIA/CONSULTANT’S QUALIFICATIONS:
Education:  A suitable candidate should have a Master degree in Social Policy, Social Protection or Public Administration;
Experience:  Incumbent should have at least 5 years of direct relevant professional experience, with specific work experience in social protection sector.
Language skills:  Fluent written and spoken skills in both English and Mongolian
Other skills: a. Excellent interpersonal skills with the ability to function effectively and collaboratively in a team environment; b. Be proficient in PC based applications such as Word, Excel and data management etc., and have excellent web research and navigation skills;

CONTRACT DURATION:
The assignment is expected to commence on September, 2018. The duration of the assignment is for 12 months. If consultant’s performance in accordance with tasks in the TOR is inadequate, the Director General of the EPD shall be entitled to terminate the contract of the assignment. The consultant will be selected in accordance with the World Bank’s Procurement Regulations for IPF Borrowers (July 2016).
