REQUEST FOR EXPRESSION OF INTEREST.
Mongolia received a credit from the International Development Association (IDA) for the Strengthening Fiscal and Financial Stability Project (SFFSP). The Objective of the SFFS Project is to contribute to the Government of Mongolia’s efforts to strengthen fiscal and financial stability and improve the quality of expenditure. The project is designed into five components: (A) Strengthening Macroeconomic and Fiscal Management; (B) Improving the Efficiency of Public Financial Management; (C) Enhancing Financial Sector Stability; (D) Strengthening the Social Protection System; (E) Project Management and Monitoring. Sub-Component A.2 aims at “Strengthening fiscal policy and planning” by improving the existing legal framework through reviewing the related fiscal laws and including new fiscal relations to address the inconsistencies in tax laws, introduce international best practices in the tax laws such as transfer pricing and base erosion and profit shifting (BEPS), and build comprehensive revenue forecasting and financial models for economic analysis of large-scale mega projects. The Ministry of Finance (MOF) is responsible for the implementation of the Sub-Component A.2 of the SFFS Project.
The mega projects have been playing an important role in social and economic development and fiscal policy of Mongolia. The development of these projects not only speeds up economic growth, but it also creates stable revenue sources in the budget.
The existing Investment Law allows investors who are committed to develop large scale, investment intensive projects to conclude Investment Agreement with the Government under which they can be entitled to long term tax stability. It is common practice to establish the working group by the GOM and negotiate the Agreement with investors after reviewing relevant documents including feasibility studies. That said the staff from the MOF are involved in the process to provide recommendation on the economic and taxation matters for purpose of maximizing the benefits for Mongolian economy while protecting and encouraging investment into the country.
The MOF has been developing capacity in this area in connection with other stakeholders and aiming to improve the capacity of its staff in financial modelling of large scale projects. The relevant support was provided to the MOF by donors in the past including the IMF and the EU for developing financial modelling tools to help analyze the implications of various financial arrangements and multiple scenarios.
The revenue contributions made to the budget by these projects are significant. In this regard it is critical to carry out detailed revenue projections on these projects to make overall revenue projection as accurate and reasonable as possible.   
Considering the fact there are number of high profile large scale projects are underway in the coming years the MOF is planning to improve and modify the existing models and strengthen its capacity. Hence, the MOF seeks to hire a national consultant who will develop, improve and modify the existing financial models for mega projects and develop solutions to integrate these models to revenue projection models. The national consultant will be selected through a consultant’s competitive based selection method for twelve (12) months period under the Sub-Component A.2 of the SFFS Project as mentioned above.

SCOPE OF THE ASSIGNMENT
The objective of the assignment is (i) to evaluate and make an assessment to the existing financial models for large scale projects; (ii) to develop new models capable of analyzing the economic benefits for stakeholders; and (iii) to forecast the fiscal impacts and to cooperate with officers, international and national consultants of Fiscal Policy and Planning Department (FPPD) of the MOF.
Key responsibilities under this assignment will include the following tasks, but not limited to:
1. To provide detailed Work Plan (WP) within the duration of contract in collaboration with the Budget Revenue Division (BRD) of the FPPD;
2. To collect and populate necessary data series for conducting the analysis of mega project impacts;
3. To assess the existing financial models for mining industry and modify these models for new projects;
4. To review and modify the FARI (Fiscal Analysis of Resource Industries) model;
5. To develop new prototype model for analyzing the economic benefits of mega projects;
6. To prepare budget impact tools for the tasks detailed above in 1-3;
7. To prepare models on ongoing mega projects to analyze their budget impacts;
8. To undertake such other tasks related with the budget revenue and as reasonably requested and/or assigned by the Head of BRD or Director General of FPPD and Project Coordinator of the SFFSP.

SHORTLISTING CRITERIA/CONSULTANT’S QUALIFICATIONS:
Education: The suitable candidate should have preferably a degree in the following relevant field: accounting, economics and/or public/business administration;
Experience: The incumbent should have at least three (3) years of relevant professional experience or passed CFA level 2, with financial modelling and a solid background in accounting with specific experience in spreadsheet development; and a team player with strong analytical and quantitative skills. Knowledge and experience with MOF operation would be an advantage.
Language skills:  Fluent written and spoken skills in English;
Other skills:
a. Excellent interpersonal skills with the ability to function effectively and collaboratively in a team environment;
b. Be proficient in PC based applications such as Word, Excel and data management and in statistical software; and have excellent web research and navigation skills;
c. Familiarity with IT system particularly, with fiscal management information system is essential; and
d. If required be able to work overtime.

CONTRACT DURATION:
The total duration of the consultancy service rendered is estimated to be 12 months with possible extension period, if necessary. The consultant will be selected in accordance with the World Bank’s Procurement Regulations for IPF Borrowers (July 2016).
