REQUEST FOR EXPRESSION OF INTEREST.
Mongolia has received a
credit from the International Development Association (IDA) for the
Strengthening Fiscal and Financial Stability Project (SFFSP). The
Objective of the SFFS Project is to contribute to the Government of
Mongolia’s efforts to strengthen fiscal and financial stability and
improve the quality of expenditure. The project is designed into five
components: (i) Strengthening Macroeconomic and Fiscal Management; (ii)
Improving the Efficiency of Public Financial Management; (iii) Enhancing
Financial Sector Stability; (iv) Strengthening the Social Protection
System; (v) Project Management and Monitoring. The objectives are to
strengthen fiscal responsibility and implement the relevant policy
measures; improve fiscal discipline; strengthen the resiliency of the
banking system; improve public expenditure quality in social protection;
and provide support for Project implementation, coordination,
monitoring and evaluation, including, inter alia, audit arrangements,
reporting requirements, procurement and financial management activities,

Under the Component B on Improving the
Efficiency of Public Financial Management, there is a subcomponent on
strengthening the public financial management institutional capacity.
Within this subcomponent, the Financial Information Technology Division
(FITD) of the Ministry of Finance (MOF) plans to make an assessment on
its current network architecture to reveal possible risks and to
implement network and security solutions to maintain further
sustainability of the MOF network architecture. In addition, to meet the
requirements for future system deployment, we are planning to map a new
network structure that will allow system deployment be both efficient
and easily accessible.
SCOPE OF THE ASSIGNMENT
The main
objective of this assignment is to improve the network architecture of
the MOF in order to make system deployment, system configuration and
network monitoring more efficient and easily accessible.
Key responsibilities of the national consultant will include the following, but not limited to:
Task #1: Generate general network mapping and define the network trajectory
o Create a network plan for organizing deployment of the network equipment and cable lines to extend the ministry’s network
o
Enhance internal linking of the server room of the Ministry of Finance
by cooperating with the specialists to update cable management,
numbering of network endpoints.
o Perform the fitting and mounting for equipment installation, configuration and reliability.
o Perform controls on the organization, configuration and security of the network server.
Task#2: Renew and improve the internal and external networks of the MOF
o Enable and adjust the connections of equipment used by the MOF for the internal and external networks.
o ASSA 5555 Flashcards to disassemble the network.
o Catalyst 4507R core switches to adjust networks
o Cisco switches to adjust the grid / Catalyst 3650, catalyst 2960, etc. /
o Brocade 6510 pool switches to adjust networks
o Configure the Kerio Control firewall of the counter attack system.
o Perform the network configuration, infrastructure monitoring, and analysis for full uutilization of the system capabilities.
o
Monitor the handling rights of the ministry’s network equipment,
technical and computer labels (IP addresses, MAC addresses and email
addresses).
o Conduct network surveys and coordinate information network gateways during high traffic hours.
o Establish and maintain a system for assigning the load for each computer.
o Update the software currently used by the network equipment to its latest version.
Task#3:
Introduce reliable internal and external network connections, local and
state network linkages, and detailed breakdowns of the network
management system and the network.
• Monitor all systems on the
server connected to the central network by introducing a control
management system with the following characteristics:
o This control management system should be able to function 24/7 with logs that are accessible by the FITD.
o
The control system should be able to make connections by remote users
through using the ministry’s internal network connection.
o Reports on the control system data should be able to be exported on a daily and monthly basis.
o
The network control system should be able to group control devices by
various attributes. For example, by department, division, location,
title, etc.
• Create a manual for the FITD specialists on the control system to support its further operation and maintenance.
Task#4: Transfer the VPS (Virtual Private Server) to the internal and external networks of the MOF
o Set virtual connections to virtual servers to keep up-to-date on the internet with virtualization technology.
o Maintain operation of network computers, hardware and software during the consultancy period.
o Consult with external IT professionals for solutions to network problems whenever necessary.
Task#5:
Take measures to ensure safety and protection of data within the
ministry and carry out analyses on possible ways of preventing data
breach.
o Monitor the security of the network and make recommendations on mitigating the possible risks.
o Enhance security of computer hardware with a variety of virus protection systems, including antivirus, firewall and software.
o Configure firewalls to hide confidential information transfers in digital transmission environment.
o
Review and make a proposal on the current internal rules of the FITD
regarding IT security in order to detect violations of computer security
procedures and to prevent from their reoccurrence.
o Promote among users security measures to improve system security and network efficiency.
o Do duplication of information and perform data recovery in hazards.
SHORTLISTING CRITERIA/CONSULTANT’S QUALIFICATIONS:
To be considered eligible candidates should have all the eligibility criteria listed below:
o Education: A suitable candidate should have Bachelor’s degree in Information Technology. Master’s degree is an advantage.
o
Experience: Incumbent must have minimum of 6 years of experience with
network administration and/or network security. Be able to perform
high-level tasks with quality and be able to work quickly. Be able to
work independently, advise others and to have good teamwork skills. Must
be familiar to work with network security devices such as Cisco
equipment. Be able to work with Microsoft Windows, Unix, and Linux,
Information Security / Experienced in Firewall/, TCP / IP protocol, LAN /
WAN network, familiar with of wireless technologies. Be able to analyze
the organizational structure of the network. Be able to use all IP
technology-based solutions, such as digital fax and digital television.
o Language skills: Must have professional proficiency in English.
CONTRACT DURATION:
The
consultant work is expected to commence in July 2018 and the total
duration of the assignment is 8 months. If any task is completed and
approved by the Client within the agreed-upon timeline, consultants
should complete the tasks without any additional cost. The consultant
will be selected in accordance with the World Bank’s Procurement
Regulations for IPF Borrowers (July 2016).
