REQUEST FOR EXPRESSION OF INTEREST. Mongolia has received a credit from the International Development Association (IDA) for the Strengthening Fiscal and Financial Stability Project (SFFSP). The Objective of the SFFS Project is designed to improve fiscal policy and sustainability in a mineral-based economy, protect the poor and vulnerable, and restore confidence in the financial sector.
The
project is designed into five components: (I) Strengthening
Macroeconomic and Fiscal Management; (II)Improving the Efficiency of
Public Financial Management; (III) Enhancing Financial Sector Stability;
(IV) Strengthening the Social Protection System; (V) Project Management
and Monitoring. The objectives are to: Strengthening fiscal
responsibility and implementing relevant policy measures, improving
fiscal discipline, strengthening the resiliency of the banking system,
improving public expenditure quality in social protection, providing
support for Project implementation, coordination, monitoring and
evaluation, including, inter alia, audit arrangements, reporting
requirements, procurement and financial management activities

The main objective of the Project
Implementation Unit (PIU) is to provide timely and effective support to
all five components of the Project. The PIU will be responsible for: (a)
project management and coordination, procurement, including all
contracting for purchases and the hiring consultants; (b) project
monitoring, reporting, and evaluation; (c) the contractual relationship
with the IDA; (d) financial management including record keeping,
financial management reports, the Designated Accounts, and
disbursements.
SCOPE OF THE ASSIGNMENT
The Project
Implementation Unit (PIU) of the SFFSP and EDP, the entity responsible
for the overall coordination and management of the project is seeking to
recruit a qualified monitoring and evaluation assistant. The Monitoring
and Evaluation Assistant will be working under the direct supervision
of the Monitoring and Evaluation Specialist. She/he will be responsible
of communicating M&E information, gathering data from the
implementing agency and beneficiary agencies, follow up on activities
and reporting.
Key responsibilities of this assignment will include:
Collect information on progress of each activity of a project being
implemented, and enter the information into the Activity Registration
Sheet and Project system and maintain the data management system;
Provide support and assistance in updating an M&E tracking database;
Provide assistance in monitoring and evaluation, data collection, and
data delivery to the Monitoring and Evaluation Specialist;
Assist in analyzing and compiling data to measure the progress and
impact of projects’ activities and ensure all data is input into
database platform and analyzed in an integrity manner;
Assist in
analysis of indicator results, and in providing feedback to project
management indicating where project activities and interventions are
falling short, meeting or exceeding the expected outputs, outcomes and
impact.
Participate in and coordinate the timely collection and analysis of all program performance data and success stories;
Develop and maintain database backup and filing systems;
Assist in preparing consolidated quarterly, semiannual, annual
progress reports and project closing reports both in English and
Mongolian and develop standard formatting for all project reports;
Assist in monitoring contract implementation status across project
components, including organizing presentations, providing
recommendation;
Contribute to the documentation of program events such as meetings, events and workshops;
Maintain and archive M&E files, including the progress reports of
each components of SFFSP and EDP and filled out Contract Management
Table (CMT) that is used for contract management and consultants reports
both of electronic and hard copies;
Assist in providing M&E training to staff and partners as necessary.
Undertake visits to the project beneficiaries, as needed to support
and/ or supervise data collection or verify data quality;
Under the supervision of M&E Specialist and Project Coordinator perform other tasks as required.
SHORTLISTING CRITERIA/CONSULTANT’S QUALIFICATIONS:
Education: A suitable candidate should have at least a bachelor degree
in a relevant field of economics, finance, and/or public
administration, educational training on monitoring and evaluation
methods/tools or related field are preferred;
Experience:
Incumbent should have at least 1-3 years of relevant professional
experience in monitoring and evaluation. The candidate should be able to
effectively communicate with different implementing agencies, have a
strong understanding of the monitoring and evaluation. Experience in
working on international and donor projects and government agencies
would be advantage;
Language skills: Candidate should be fluent
in Mongolian and English and have strong writing and spoken skills in
both languages;
Computer literacy: be proficient in PC based
applications such as Word, Excel and data management, and have excellent
web research and navigation skills;
Excellent interpersonal
skills and strong ethical personality with the ability to function
effectively and collaboratively in a team environment.
CONTRACT DURATION:
The
assignment for above position will start in May, 2018. The Contract
will be for a period of 12 months with possibility of extension upon
satisfactory performance. A probationary period of 3 will apply to the
successful candidate, subject to satisfactory performance against Terms
of Reference.The consultant will be selected in accordance with the
World Bank Guidelines on Selection and Employment of Consultants,
January 2011 (revised in July 1, 2014). The attention of interested
Consultants is drawn to paragraph 1.9 and 1.11 of the “Consultant
Guidelines”, setting forth the World Bank’s policy on conflict of
interest and eligibility.
