REQUEST FOR EXPRESSION OF INTEREST.
Mongolia has received a credit from the International Development Association (“IDA”) for the Strengthening Fiscal and Financial Stability Project (“SFFSP”). The Objective of the SFFSP is to contribute to the Government of Mongolia’s efforts to strengthen fiscal and financial stability and improve the quality of expenditure. The project is designed into five components: (I) Strengthening Macroeconomic and Fiscal Management; (II) Improving the Efficiency of Public Financial Management; (III) Enhancing Financial Sector Stability; (IV) Strengthening the Social Protection System; (V) Project Management and Monitoring. The objectives are to: Strengthening fiscal responsibility and implementing relevant policy measures, improving fiscal discipline, strengthening the resiliency of the banking system, improving public expenditure quality in social protection, providing support for project implementation, coordination, monitoring and evaluation, including, inter alia, audit arrangements, reporting requirements, procurement and financial management activities respectively. The Mongolian economy is expanding and economic growth is increasing in relation to the mining sector related mega projects. Therefore the importance of developing national mid and long term economic and social development plan, and forecasting macroeconomic condition and future projection have been substantially increased based on reliable database related to mining and private sectors’ mega projects.
According to the Law on the Government of Mongolia, Ministry of Finance (“MOF”) is in charge of preparing macroeconomic forecasts. But, availability of a comprehensive database for the macroeconomic studies are not sufficient enough. Some statistical data required for the development of policy papers and the local development index are not provided by the National Statistical Office (NSO). For example, environmental information can be mentioned. Therefore, some information needs to be collected and consolidated from the line ministries and their agencies, not NSOs. Thus, The Government of Mongolia needs to establish unified information management system and increase the access and usage of its database.  

SCOPE OF THE ASSIGNMENT
The main objectives of this assignment are to develop and install a flexible system for collecting a data from the individual databases through the state information exchange system “ХУР” and National Data Center for Macroeconomic projection and policy making in the MOF.
The following assignments will be conducted by the national consultant, but not limited to:

Phase 1. Evaluation of current databases and systems
1.Conduct a detailed research and assessment of the existing government information systems such as Tax information system, Customs information system, eTax, eBarimt, eRefund, eBalance, eCustoms, Health insurance fund, Social insurance fund, Statistical business registers of NSO, database of Mineral resources and petroleum authority of Mongolia, National data center and “ ХУР” state information exchange system etc.

Phase 2. Designing system structure
1.System requirement development:
a.By studying the client’s requirements /information needs of Economic policy department, Fiscal policy and planning department, Treasury department, Financial policy department, Fiscal investment department and Development financing department of MOF/, determine system technology, structure, technical specification, software requirements and programming language;  
b.Determine functional requirements of the system;
c.Design structure and feature of the system that can connect Tax information system, Custom information system, eTax, eBarimt, eRefund, eBalance, eCustoms, Health insurance fund, Social insurance fund, Statistical business registers of NSO, information system of Mineral resources and petroleum authority of Mongolia and National data center to the MOF’s database through the state information exchange system “ХУР” and National Data Center based on defined needs of departments of MOF.
2.Present and finalize the system integration solution report including structure, functional requirements and technological solutions of the system incorporating comments of the Communications and information technology authority, Information technology center of customs, taxation and finance and MOFs related departments and management.

Phase 3. System development, testing and installation
1.Develop system in accordance with approved design;
2.System design should be flexible enough to support possible changes in the classification and structure of information;
3.Install, and conduct tests of, preliminary version of system into the existing server and selected officials’ computers;
4.Receive comments on reliability and functionality of the system in accordance with the approved design from MOFs related departments and modify the system accordingly;
5.Identify and fix system bugs and errors, if any, in the system in the course of testing;
6.Configure technical environment (hardware and software);
7.Ensure the system’s capacity to import/ export data in excel format;
8.Conduct final operational acceptance test for the software;
9.Prepare and submit the following manuals acceptable to the client:
a.The system installation manual;
b.The system development manuals covering source code and its explanation;
c.The system administrators and end-user's manuals;
10.Prepare training materials and conduct training on the operation of the system for the MOF.

Phase 4. Software maintenance and warranty
1.Provide 1-year warranty service in all parts of the system, fixing system bugs and errors at free without disputations;

SHORTLISTING CRITERIA/CONSULTANT’S QUALIFICATIONS:
Education: A suitable candidate should have preferably a graduate degree in relevant field of Information Technology and Computer Science or relevant.
Experience: Incumbent should have at least 8 years relevant professional experience. Candidates who developed software and system integration would be an advantage.
Language skills: Good written skills in English and fluent written and spoken skills in Mongolian.
Other skills:
a.Excellent interpersonal skills with the ability to function effectively and collaboratively in a team environment;
b.Be proficient in Microsoft SQL Server or MySQL, and have excellent web research skills;
c.Strong communication and negotiation skills.

CONTRACT DURATION:
The assignment is expected to commence in May 15th, 2018 and cover the following phases:
Phase 1 –  1 month;
Phase 2 –  1 months;
Phase 3 –  2 months;
Phase 4 – Warranty period of one-year.
Any next phases will begin upon approval of the previous phase. If required, the contract can be extended based on the evolving needs of the client and performance of the consultant. If any phase is not finished and approved by the client within the agreed-upon timeline, consultants should complete the tasks without any additional cost.

The consultant will be selected in accordance with the World Bank’s Procurement Regulations for IPF Borrowers (July 2016).
