REQUEST FOR EXPRESSION OF INTEREST
Mongolia has received a credit from the International Development Association (IDA) for the Strengthening Fiscal and Financial Stability Project (SFFSP). The Objective of the SFFS Project is to contribute to the Government of Mongolia’s efforts to strengthen fiscal and financial stability and improve the quality of expenditure. The project is designed into five components: (I) Strengthening Macroeconomic and Fiscal Management; (II) Improving the Efficiency of Public Financial Management; (III) Enhancing Financial Sector Stability; (IV) Strengthening the Social Protection System; (V) Project Management and Monitoring. The objectives are to: Strengthening fiscal responsibility and implementing relevant policy measures, improving fiscal discipline, strengthening the resiliency of the banking system, improving public expenditure quality in social protection, providing support for Project implementation, coordination, monitoring and evaluation, including, inter alia, audit arrangements, reporting requirements, procurement and financial management activities respectively. Mongolia has been issuing sovereign bonds in the international capital markets and developing investor relations since 2012. In order to broaden investor base and to entice foreign investments into the government securities, the MOF takes various actions and measures. Hence, the Financial Market and Insurance Division (FMID) of Financial Policy Department of Ministry of Finance (MOF) is formulating the bulletin to improve activity of investor’s relations which will help for attracting international investors. The country presentation and information bulletin includes macroeconomic data, information, monetary and fiscal policy, financial statistics.
The assignment to be undertaken by the National Individual Consultant will focus on designing a high quality accurate and concise investor relations bulletin in collaboration with the FMID, FPD, MOF. The bulletin drafting process will be closely supervised by the Financial Policy Department of MOF throughout the period of the consultancy service.
OBJECTIVES OF THE ASSIGNMENT
The main objective of the National Individual Consultant is to perform a thorough analysis of the Mongolian economy and financial sectors, and design the periodic information bulletin to develop investor relations which will help for broadening investors base (local and international).
SCOPE OF WORK
The consultant shall carry out the following tasks, but not limited to:
I. Drafting a bulletin for stimulating investor’s relation:
1. Conducting research on stimulating investors’ relations activity: - The research should thoroughly reflect the international best practices of investor’s relations activity;
2. Formulating detailed outline of the bulletin by collecting and analyzing financial and macroeconomic data: - It should be approved by FPD, MOF;
3. Designing a bulletin for stimulating foreign investors, based on data analysis, market trends and predictions: Producing a draft bulletin for investors relation;
II. Recommendation on Institutional arrangement for FMID:
1. To consult with stakeholders and organize the working group meetings and public discussion.
2. Undertake such other tasks as reasonably requested and/or assigned by the FMID, MOF.
DELIVERABLES
The Consultant shall provide the following deliverables in regard to the aspect of this assignment:
I. Submit a research report related to the investors relations;
II. Submit a finalized comprehensive content of the bulletin;
III.Submit the first draft of the bulletin to stimulating foreign investors;
IV. Submit the final version of the bulletin;
CONSULTANT’S QUALIFICATIONS/ SELECTION CRITERIA
v Education: A suitable candidate should have a postgraduate degree from an accredited university and in the fields of Finance, Accounting, Economics and Public Policy. Additional academic background on researching and experience on economic/financial modeling would be highly preferable.
v Experience: Incumbent should have at least 5 years of relevant professional experience with the skill of developing legislation, conducting financial and economic analysis; and an excellent understanding of Mongolian capital market’s current condition, and its challenges, laws, and regulations.
v Language skills: Fluent written and spoken skills in English and Mongolian.
v Other skills:
a. Excellent skills in research, facilitation of workshops, and consultations.
b. Excellent presentation skill.
c. With excellent skills and abilities to function effectively and collaboratively in a team environment.
d. Be proficient in PC based applications such as Word, Excel and data management, and have excellent web research and navigation skills.
SUPERVISION AND REPORTING
The consultant will report directly to the director of FMID of MOF. The senior specialist on financial market tasks in collaboration with head of the FMID will provide input to the evaluation of the consultant’s performance.
CONTRACT DURATION
The consultant is expected to commence working effective from April 2019. The duration of the assignment is projected to be 3 months.
INSTITUTIONAL ARRANGEMENTS
The MOF will provide office space with furniture, internet access, computer, and printers.
The consultant will be selected in accordance with the World Bank’s Procurement Regulations for IPF Borrowers (July 2016).
